						 In 
						order to further 
						understand the "going out" enterprises in foreign 
						country investment they  have met difficulties and 
						problems, to better study the corresponding 
						countermeasures, CCPIT Research Institute and Wuxi 
						Municipal government held an enterprise forum in January 
						26th focus on "go out" business. Ms.Zhao ping,  
						director of CCPIT International Trade Research 
						Institute, Mr.Gong Zhijie, the City Council vice 
						president of the International Chamber of Commerce, and 
						Hodo Group, Huaxi Group, Wuxi No.1 Textile Group, Jinmao 
						Foreign trade, TOKO Technology (Wuxi) Co., Ltd and CEMEC etc 10 
						enterprises responsible person to attend the meeting. 
						Participants separately introduced the basic situation 
						of investment projects in Ethiopia, Kampuchea, Burma, 
						India, Germany, the United Kingdom and Italy 
						respectively, the state owned business environment and 
						the main problems they faced.  
						
						
						
						Most of the participating enterprises choose to invest 
						in Africa and Southeast Asia, mainly because of low 
						labor costs, two of land and tax preferences, three of 
						European and American tariff barriers, four of political 
						stability and friendly relations with China. The 
						enterprise encounters many difficulties in foreign 
						investment, one is the upstream industry chain is not 
						complete, mostly from domestic and imported raw 
						materials, two is the lack of overseas management 
						personnel reserve, management difficulty increases, the 
						three is the labor efficiency is low, the training of 
						skilled workers over a long period of time, four is the 
						strict foreign exchange control, capital allocation 
						inconvenience, five is developed European countries,
